MOH Commences Training on Safe Oral Morphine Use to Strengthen Palliative Care

(Monrovia, June 24, 2025) – As part of ongoing efforts to improve pain management for patients with advanced cancer, end-stage chronic illnesses, and other serious health conditions, the Ministry of Health of Liberia, through its Non-Communicable Diseases and Injuries (NCDI) Division and the Department of Pharmaceutical Services, has commenced a four-day national Training of Trainers (TOT) workshop on oral morphine in Monrovia.

The training runs from June 24–27, 2025, and is supported by the American Cancer Society.
The workshop aims to build the capacity of frontline health workers, including doctors, nurses, and pharmacists, on the safe use, administration, and management of oral morphine. It is critical in ensuring safe, affordable, and sustained access to pain-relieving medication for patients requiring palliative care.

Participants are drawn from three major referral hospitals, namely: John F. Kennedy Medical Center (JFK), Redemption Hospital, and ELWA Hospital.

Speaking at the opening ceremony, Dr. Cuallau J. Howe, Assistant Minister for Preventive Services, welcomed theparticipants.
“I am glad we are prioritizing the needs of patients in severe pain. Let us take this oral morphine training seriously to avoid any form of mismanagement,” she stated.

The Assistant Minister also mentioned the role of health workers in promoting safe practices, saying, “We are counting on your expertise for the responsible administration of oral morphine in palliative care settings.”

The workshop is designed not only to provide technical knowledge and skills on morphine prescription and handling but also to train a cadre of trainers who will later cascade the knowledge to other healthcare providers at both facility and community levels.
