
FOR IMMEDIATE RELEASE. Liberia Dispatches High-Level Delegation to Guinea Over Police Brutality Incident involving a Woman of the Fulani Ethnic Group.
Monrovia, Liberia – July 29, 2025 –
The Government of Liberia through the Ministry of Foreign Affairs has sent a two-member diplomatic delegation to the Republic of Guinea in response to a widely circulated video showing a woman of the Fulani Ethnic Group being allegedly assaulted by members of the Liberia National Police (LNP). The incident, reportedly linked to a legal dispute over power theft, has raised regional concern and public outrage.
The delegation was led by Ambassador-at-Large Sheikh Al-Moustapha Kouyate, alongside Liberia’s Ambassador to Guinea, H.E. Forkpa Gizzie, who have since returned from Conakry. Their mission was to formally express Liberia’s deep regret over the incident and to reaffirm the country’s strong and enduring diplomatic ties with the Republic of Guinea.
While in Conakry, the envoys held a high-level meeting with Guinea’s Minister of Foreign Affairs, Dr. Morissanda Kouyaté, during which they conveyed President Joseph Nyuma Boakai’s concern over the situation. The Liberian delegation informed the Guinean government that the incident is being treated as an isolated case and confirmed that President Boakai has ordered an independent investigation to ensure accountability and transparency.
The Liberian government reaffirmed its dedication to the rule of law, respect for human rights, and the safeguarding of foreign nationals within its jurisdiction. Ambassadors Kouyate and Gizzie underscored that Liberia remains committed to preserving the historic, sisterly relationship between the two neighboring countries and to upholding regional solidarity.
In response, Minister Kouyaté expressed Guinea’s serious concern over the matter and welcomed Liberia’s swift diplomatic engagement. He emphasized the importance of ensuring accountability and requested that the results of the investigation be shared transparently and without delay.
As part of the diplomatic efforts, the two Ministers of Foreign Affairs held a conversation on July 24, 2025, during which both parties reaffirmed their commitment to maintaining the strong and longstanding bilateral relationship between Liberia and Guinea. The Ministers also agreed to await the official findings of the ongoing investigation.
The Government of Liberia reiterates its commitment to justice, the protection of all persons within its borders, and the continued strengthening of bilateral ties with the Republic of Guinea.
