For Immediate Release: Government of Liberia to Launch FY2026 National Budget Process

Monrovia, Liberia – The Government of Liberia, through the Ministry of Finance and Development Planning (MFDP), will on July 15 officially launch the Fiscal Year (FY) 2026 Budget Process at the Ministerial Complex in Congo Town.

The launch marks the commencement of the first phase of the FY2026 national budget formulation, in line with the Amendment and Restatement of the Public Financial Management (PFM) Act and Regulations of 2009. This process informs spending entities of the procedures and planning processes leading to the formulation of the 2026 Budget Preparation.

The event will feature the formal release of the Budget Call Circular 1 (BCC1), which provides essential guidance to all government Spending Entities in the preparation of their strategic plans, programs, and preliminary budget proposals. This guidance ensures alignment with the ARREST Agenda for Inclusive Development (AAID)—the government’s flagship development strategy.

Issued under Section 17 of the amended PFM Act, and Sections 15 and 16 of the amended PFM Regulations, BCC1 outlines the timetable and instructions for preparing and submitting the Budget Framework Paper (BFP) and the Draft National Budget for the fiscal period 2026–2028. It also provides indicative ceilings for recurrent and capital expenditures, a detailed FY2026 budget calendar, and instructions on prioritizing within available resources.

The FY2026 Draft Budget represents the fifth national budget under the reformed fiscal year (January 1–December 31), and the third budget under the current administration.

A release says, the MFDP will begin with the Strategic Phase of the budget process to ensure early articulation of national priorities, policy objectives, and fiscal targets.

This approach aims to improve performance-based budgeting and reinforce the government’s commitment to transparency, accountability, and results-driven public finance management.

The launched will be attended by Heads of Ministries, Agencies and Commissions amongst others.
