The House of Representatives, through its Joint Committee on Concessions Compliance and Review, has disclosed that Humminbird Liberia Ltd, a concessionaire operating in Southeastern Liberia, has acknowledged financial obligations to the Government of Liberia as part of ongoing concession compliance review hearings.

Following Tuesday public hearing, the committee revealed that Humminbird Liberia Ltd CEO and Administrative Finance Manager, Mr. Brett Richards and Claus Massaquoi admitted to owing the government approximately US$2.4 million, while the Liberia Revenue Authority (LRA) places the total arrears at US$3.4 million.

The hearing is part of the Legislature’s broader mandate to review dormant and underperforming concession agreements to ensure compliance, transparency, and delivery of benefits to affected communities.

“This acknowledgment marks a significant step in reconciling longstanding financial obligations,” said Hon. Foday Fahnbulleh, Chairman of the Joint Committee. “The fact that there’s now mutual recognition of arrears—though with differing figures—gives us a path toward resolution.”

Hon. Fahnbulleh added that the committee is optimistic that with continued engagement and enforcement, the matter will be concluded in the shortest possible time, allowing for the recovery of much-needed revenues for national development.

The House of Representatives remains committed to ensuring accountability in concession agreements and will continue to hold concessionaires to the terms and conditions set forth in their contracts with the Government of Liberia.
