𝗛𝗼𝘂𝘀𝗲 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 𝗥𝗲𝘀𝗰𝗵𝗲𝗱𝘂𝗹𝗲𝘀 𝗙𝗶𝗿𝘀𝘁 𝗤𝘂𝗮𝗿𝘁𝗲𝗿 𝗘𝘅𝗽𝗲𝗻𝗱𝗶𝘁𝘂𝗿𝗲 𝗛𝗲𝗮𝗿𝗶𝗻𝗴𝘀 𝘁𝗼 𝗠𝗼𝗻𝗱𝗮𝘆 𝗝𝘂𝗹𝘆 𝟮𝟭

The House of Representatives Committee on Ways, Means, Finance and Development Planning, in collaboration with the Legislative Budget Office (LBO), has rescheduled its First Quarter Expenditure Performance Public Hearings to Monday, July 21, 2025.

The decision to postpone the hearings stems from a formal communication received from the Ministry of Finance and Development Planning (MFDP), informing the House of the commencement of the Fiscal Year 2026 National Budget preparation process. The process is set to be officially launched on Tuesday, July 15, 2025, at 9:00 AM, in the Theatre of the EJS Ministerial Complex.

According to the MFDP, the launch aims to orient spending entities on the key procedures, guidelines, and tools for FY2026 budget formulation. All entities are required to participate through representation by their Head of Entity, Deputy for Administration, and Comptroller.

Immediately following the budget launch, two key strategic activities will be implemented:
1. Baseline Costing Training – July 17–25, 2025
2. Sector Engagements – July 17–25, 2025

In line with promoting an inclusive and participatory process, spending entities are urged to ensure their Budget Management Committees (BMCs) are active and compliant with Section 39 of the Amendment and Restatement of the PFM Regulations of 2009.

The Director of Press and Public Affairs at the House of Representatives, Mr. Robert Haynes, noted that the upcoming Expenditure Performance Hearings follow the successful completion and reporting of the First Quarter Revenue Performance Hearings earlier this year.

Meanwhile, the Committee’s Acting Chair, Hon. Dorwohn Gleekia, has mandated the Legislative Budget Office to cite all State-Owned Enterprises (SOEs) to appear in keeping with the PFM law and explain to the Committee why they have not been appearing for Expenditure Hearings.
