VACANCY ANNOUNCEMENT

The National Elections Commission (NEC – Liberia) invites applications for the position of Cartographer/Geographic Information System (GIS)/Data Technician to be based at its headquarters. The contract duration is six months, contingent upon satisfactory performance and availability of funding.

Key Responsibilities:

• Prepare data and spatial information on administrative boundaries, localities, and other datasets from the LISGIS’s 2022 Liberia Population and Housing Census (LPHC) results;

• Verify administrative units’ inventories, boundaries, and localities on data capture maps and listings with local authorities in the counties;

• Capture confirmed data on maps and forms;

• Enter data and digitize boundaries into the NEC’s Delimitation Management Information System;

• Prepare and process data and spatial information on the delineation of wards in capital cities, relevant cities, and municipalities;

• Collect and process spatial datasets (administrative boundaries, localities, census population, infrastructure, points of interest, road accessibility, baseline, thematic, etc.) as required by the NEC;

• Perform other data and spatial operations as directed by the NEC Geo-Information Services Director and the DSM Consultant.

Minimum Qualifications and Experience:

• Liberian national with a bachelor’s degree in Computer Science, Geography, or a related field; or at least three years of experience working with ArcGIS products and administrative boundary validation;

• Proficient in IT and intermediate knowledge of geographic information systems (GIS) and ESRI GIS products;

• Skilled in data and spatial management, with the ability to perform data entry and spatial/GIS digitization and processing;

• Proficient in Microsoft Access and Excel;

• Experienced in GPS data capture and map interpretation;

• Proven knowledge of administrative units and their boundaries;

• Ability to work well under pressure and multitask;

• Ability to work harmoniously with local authorities and people of diverse backgrounds.
